Each wallet inherits pricing from the market it belongs to. Review the base unit price and tier multipliers before creating new payment quotes.
Device tiers are evaluated per certificate. Even if you manage dozens of certificates, each certificate only counts its own device total (for example, 20 certificates with two devices each still fall into the "under 5 devices" tier).
